Committee Responsibilities:

Responsible for addressing HSO policy issues e.g., appointment standards, promotion process, licensure process etc. as requested by the HS-PAC Chair.
To annually address, revise and update HSO policy issues as required by OSG, CPO, HS-PAC Chair and other HS-PAC Sub-Committees.
Responsible for developing and updating HSO Charter and Bylaws as required. 
Responsible for any general or specific issues, activities, and areas not directly addressed by the other sub-committees. 
Perform other duties as assigned by the CPO, Chair or Vice-Chair.

Projected HS-PAC Policy Sub-Committee Activities:

Assist Readiness Sub-Committee in addressing deployment policy issues for Commissioned Officers.
Assist in the revision of the HSO Directory.
Review current HSO By-Laws (Working Document) for any new revisions that may be required. 
Provide continued support of the development of the HS-PAC Health Services Administrators Advisory Group.
Initiate other projects as the Chair, HS-PAC and CPO may assign.

2006 HS-PAC Policy Subcommittee Chair: CDR Michael Flood

CDR Flood began his United States Public Health Service career as a Health Services Officer in 1992.  He presently is Social Work Program Director for the Sells Indian PHS Hospital on the Tohono O’Odham Nation in Southern Arizona with responsibility for ensuring medical social work and case management services to IHS patients and beneficiaries.  Prior to his current billet, CDR Flood was assigned to the Tucson Area Office of Coordinated Care as a Social Work Consultant.  He received his masters in social work from Arizona State University in 1990, is a Board Certified Diplomate, and maintains certification in outcomes case management and substance abuse counseling.  Before commissioning, CDR Flood was a clinical social worker with the Department of Veterans Affairs Medical Center in Tucson and assigned to a specialized program providing psychiatric and medical services to homeless veterans. He began his case management career and direct practice experience as Title XX Program (elder and disabled adults) care coordinator Agency in 1981.  He also has prior service with the United States Army (Medical Service Corps) and has met established readiness requirements as outlined by OFRD and has deployed as a mental health provider and as an emergency coordinator augmentee.  He is a member of the National Association of Social Workers, NAADAC, and enjoys bicycling and horseback riding in his spare time.  This is CDR Flood’s second year on the Advisory Committee.

HS-PAC Policy Subcommittee Member: CDR Richard Kennedy

CDR Richard Kennedy has a Master of Science in Biostatistics from University of Oklahoma.  He has been a Commissioned Corps officer since 1989 and is currently stationed in Morgantown, West Virginia with CDC.  CDR Kennedy is a Microsoft Certified Professional Specialist and applies this skill in his daily duties as Senior Information Technology Administrator.  He holds an ex-officio membership on the 2004 HS-PAC and served 3 years on the PAC from 1999 through 2001.  Most recently, he was the HSO Planning Chair for Category Day at 2004 COA Conference.

HS-PAC Policy Subcommittee Member: LT Jason Jurkowski

LT Jason S. Jurkowski is a commissioned officer in the United States Public Health Service and is currently stationed at the Office of the Secretary/HHS, Office of Public Health Emergency Preparedness where he is the Director of the Secretary’s Operations Center (SOC).  LT Jurkowski is responsible for the overall performance, policy development, staffing and planning for the SOC.  The SOC is the focal point for synthesis of critical public health and medical information on behalf of the United States Government.  During emergency situations or exigent circumstances, the Secretary’s Operations Center coordinates incident management system responses for the Department of Health and Human Services.  The SOC serves as a single point of contact for all public health emergencies providing 24 hour staffing, 7 days a week, 365 days a year. During emergencies, the SOC serves as the focal point for liaison activities within HHS.

As the Director of the SOC, LT Jurkowski is responsible for the overall development of the operations of the Secretary’s Operations Center to include creation and implementing standard operating procedures and strategic business plans.  In addition, he ensures that plans are in place for increased levels of activation while preplanning for anticipated events.  LT Jurkowski provides expertise in managing and directing information received to ensure that appropriate actions are taken as necessary to mitigate, respond, and recover from medical and health consequences of bioterrorism and other public health emergencies. 

Prior to this, LT Jurkowski served as the liaison for HHS to the Department of Homeland Security (DHS), Homeland Security Operations Center.  His role there was to serve as the principal Department of Health and Human Services Liaison responsible for the coordination and dissemination of information and policy in regards to public health  and medical issues in a 24/7/365 secure analysis and response center.  He served the operations center in providing a single focal point for information sharing, command and control, communications, specialized technologies and information collection, assessment, and external processing for the Secretary of Homeland Security and all Federal components that would engage with DHS under emergency and non-emergency conditions following the guidelines of the National Response Plan. 

Prior to that assignment, LT Jurkowski served as a Coordinator on Duty for the Secretary's Command Center in the Office of Public Health Emergency Preparedness.  In both roles LT Jurkowski has participated in responses by HHS ranging from hurricane and typhoon responses, to the Rhode Island Nightclub Fire in 2002, to National Special Security Events like the Presidential Inauguration, State Funeral for President Ronald Reagan and the RNC AND DNC's of 2004. 

LT Jurkowski received his B.S. from Charleston Southern University in Charleston, SC and his MPH from the Arnold School of Public Health at the University of South Carolina.  LT Jurkowski is also currently enrolled in the Defense Intelligence Agency’s Joint Military Intelligence College where he is working towards the degree of Master of Science in Strategic Intelligence.
