| The HSPAC has put into place a new system to enable rapid communication
of time-sensitive materials to HSOs from the Chief Professional Officer
(CPO) and Health Services Officer Professional Advisory Committee (HSPAC).
This listserv, named HS-L, will take the place of the Email system now
in use, enabling more efficient (automated) maintenance of address lists
and transitions between the volunteers who maintain the system. To enable
time for officers to subscribe to the new system, the change-over will
be phased over a period of one month. After that, all communications will
be via the listserv. Current users of the Email news system are being advised
via Email to transition to the listserv. Officers who are interested in
receiving late-breaking news from the HSPAC and CPO should subscribe to
HS-L as discussed below.
It is useful to understand how a listserv functions: it can be thought
of as a computer program that functions as a robot, taking commands and
acting on them automatically, without need for consumption of personnel
resources except for maintenance. In the case of HS-L, communications
from this list are one-way, i.e., readers may not post messages as it is
not intended to be a discussion forum. Nor is it meant as a means of communicating
to the HSPAC, CPO, or others. Officers should check at the HSPAC web site

Instructions for use of HS-L Listserv
Individuals may only subscribe to, update a subscription to, or unsubscribe
from the list. Commands are issued by sending them via Email to listserv@list.nih.gov.
It is important to note that commands or other Email sent to the address
from which communications are dispatched can not be acted upon: this includes
attempts to reply to posts received from the listserv. Commands can only
be acted on by the listserv software if they are sent to listserv@list.nih.gov.
Requests to subscribe will be verified to determine if the individual
is authorized to subscribe, e.g., is an HSO. Periodic requests will be
sent (semi-annually) to subscribers to verify that they wish to continue
subscriptions; if such requests go unanswered, the subscription will be
canceled after 30 days. This task is performed automatically by the listserv
maintenance software. SAVE instruction returned by the listserv::
they will be needed when one decides to unsubscribe.

Subscribing to HS-L: Send an Email message as follows.
Using an Email Program, write on the "To" line - To: listserv@list.nih.gov

So, the outgoing message should look something like this:

In response, subscribers will receive a automated message asking for
confirmation of their intent to subscribe. This may not happen instantaneously
as listserv administrators must have time to validate names before granting
permission to subscribe.

Any extraneous text, including signature files, appearing in the body
of messages will lead to issuance of an error message. If one's Email address
is changing, send a SIGNOFF command from the old Email address and SUBSCRIBE
from the new address. Requests received from an address other than the
one from which a command was sent to initiate a subscription will be refused
by the listserv software.
Note that many commands available on other listservs are disabled here
to ease administrative tasks as well as to maintain confidentiality; in
particular, subscribers can not REVIEW this list to determine the names
and Email addresses of other subscribers.
Officers are encouraged to subscribe to the listserv maintained by DCP.
