COER SCORE CALCULATIONS
COER calculations are performed using the following values for graded elements:
E = 100, D = 80, C = 60, B = 40, and A= 20.
To calculate the COER score, multiply the number of letter ratings by the number
of points assigned to each letter, as seen in the table above. Divide the total
score by the number of letters (Ratings for letters A-E only). The overall COER
Score is the letter assigned to topic #18. This letter should be reflected as
the officer’s overall COER score.
Remember: “F” ratings do not count for any points when calculating the COER
score, nor should “F” letter ratings be included in the divisor. The total
number of letters that will be used as the divisor may vary for each officer,
but the divisor should never be greater than 17. Also, do not include topic #18,
when calculating the COER score. The letter rating assigned to topic # 18 serves
as the officer’s overall COER score. The officer should receive a numeric and
letter COER score for all COERs on file, with the exception of the Narrative
COER. Narrative COERs only receive a letter score to determine “Satisfactory” or
“Unsatisfactory” performance as denoted by the Rating Official in Topic # 18.
